Weather forecasters say Tropical Storm Chris is likely to strengthen to a hurricane by Monday but will remain well away from the USA coast for the next two or three days.

Since Hurricane Maria devastated Puerto Rico almost nine months ago, about 1,500 people remain without power on the island and about 60,000 still have tarps for roofs.

Through Tuesday, Beryl is forecast to dump two to three inches of rain on the Leeward Islands, which separate the northeastern Caribbean Sea from the western Atlantic Ocean and include Guadeloupe and Dominica.

Gov. Ricardo Rossello said the government has opened 42 shelters for citizens to obtain relief from Beryl at the demand of mayors across the island.

The National Weather Service is reporting the tropical storm could turn into a hurricane as it moves northeast Monday night and picks up speed. The NHC said swells generated by the storm are expected to increase and affect portions of the coasts of North Carolina and the mid-Atlantic states during the next few days.

Chris is now about 160 miles off the coast of Cape Hatteras.

The V.I. Emergency Territorial Management Agency on Sunday issued a high-surf advisory for the U.S. Virgin Islands as the remnants of what was once Hurricane Beryl pass by the territory.

The combination of Tropical Storm Chris and an area of High pressure to our west will make for a breezy north wind. The storm will still send large ocean waves in our direction, making for unsafe swimming conditions at all Tri-State Area beaches through at least Thursday.

Chris had top winds of 60 miles per hour (95 kph) Monday morning, and was expected to remain almost stationary through Tuesday before moving northeastward as a hurricane.
