Measure to split California into 3 states qualifies for November ballot

But after the "Six Californias" plan failed to make it onto the ballot for the second time that year since 2012, Draper redrew the state lines.

"Therefore, pursuant to Elections Code section 9033, the initiative measure is eligible for the November 6, 2018, General Election ballot and all further signature verification can be terminated", the office announced. Southern California would include 12 counties, including areas as north as Madera and Fresno counties, Bakersfield, Riverside and San Diego.

The new California would retain Los Angeles, Ventura, Santa Barbara, San Luis Obispo, Monterey and San Benito counties.

Partitioning California into three states would increase the size of the U.S. Senate from 100 to 104 members, and the state's 55 electoral points would be divided among the three, according to Ballotpedia. Critics said some of the more rural regions would suffer from extraordinary rates of poverty as individual states, while coastal communities flourished in new, smaller states where the lion's share of California tax revenue is generated.

Northern California would include 40 counties from Santa Cruz to the OR border, including the Bay Area, the Sacramento region and parts of the San Joaquin Valley.

Draper used to advocate for creating six separate states from California - including one just for Silicon Valley and one state that would be entirely inland.

"California government has rotted", Draper told The Mercury News last month.

While proposals about separating California have been bandied about for years, Golden State voters will have their say on this particular initiative in November.

The new California would have a per capita income of $53,000 and southern California around $45,000. Government law experts say a plan would probably require an act of Congress - and it's unlikely Republicans in Washington would welcome the idea of potentially adding more solidly blue states.

Even if voters embrace the radical plan, it wouldn't take effect without congressional approval.

In a statement, Cal 3 spokeswoman Peggy Grande said: "The reality is that for an overmatched, overstretched and overwrought state-government structure, it is too big to succeed". That day may not come: according to an April poll from Survey USA, voters weren't in favor of splitting the state, with a huge four-to-one margin.
