The FBI does not make recommendations about whether to grant or deny a security clearance, officials said, leaving the determination up to the employee's agency, in Porter's case, the White House.

White House Rob Porter was forced to step down as the president's staff secretary after two former wives accused him of abuse.

Neither of the former employees appears to have been granted a full security clearance, and other staff background checks are reportedly unfinished.

The FBI confirmed Tuesday that the bulk of the report on Porter was in the hands of someone at the White House all the way back in November.

The FBI says, however, that when an interim clearance is granted, "the background investigation must be expedited, and, if unfavourable information is developed at any time, the interim security clearance may be withdrawn".

The White House has been dogged by questions about when the allegations against Porter were known.

Wray's testimony marked the latest development in a scandal that has called into question the judgment of senior members of the White House staff, put new stress on the administration's already strained credibility with the public, and has drawn accusations of tone-deaf handling of abuse allegations. Conway also said that she sees Trump "express sympathy" for women, and that he has "many times come to the aid of women privately", such as by helping some women he knows or who have come to his attention find employment.

"I can't get into the content of what was briefed", Wray told the committee, referring to the findings in the Porter background check.

On Monday, Sanders insisted the White House had acted swiftly once the allegations against Porter were known.
