The FBI does not make recommendations about whether to grant or deny a security clearance, officials said, leaving the determination up to the employee's agency, in Porter's case, the White House.

White House Rob Porter was forced to step down as the president's staff secretary after two former wives accused him of abuse.

Neither of the former employees appears to have been granted a full security clearance, and other staff background checks are reportedly unfinished.

The FBI confirmed Tuesday that the bulk of the report on Porter was in the hands of someone at the White House all the way back in November.

The FBI says, however, that when an interim clearance is granted, "the background investigation must be expedited, and, if unfavourable information is developed at any time, the interim security clearance may be withdrawn".

Chipotle Has Picked Its New Leader - He Comes From Taco Bell
Williams previously served as chief financial officer of Taco Bell, leading six years of strong sales, profit and brand growth. What's that mean for Taco Bell? The company also indicated it wanted to replicate some of Taco Bell's social media savviness.

She went on to reference President Trump, who has publicly praised Porter and lamented in a recent tweet that "lives are being shattered and destroyed by a mere allegation", and criticize Press Secretary Sarah Huckabee Sanders, who has refused to tell reporters whether Trump believes Porter's accusers. Kelly himself offered an account last week that contradicted earlier White House timelines of Porter's resignation.

After meeting with Russian President Vladimir Putin in November 2017, Trump told reporters, "He said he didn't meddle". Both women said they were interviewed by the Federal Bureau of Investigation about their marriages after Porter was named staff secretary.

The White House has been dogged by questions about when the allegations against Porter were known.

"While I can not say I am surprised, I expected a woman to do better", Holderness wrote.

Wray's testimony marked the latest development in a scandal that has called into question the judgment of senior members of the White House staff, put new stress on the administration's already strained credibility with the public, and has drawn accusations of tone-deaf handling of abuse allegations. Conway also said that she sees Trump "express sympathy" for women, and that he has "many times come to the aid of women privately", such as by helping some women he knows or who have come to his attention find employment.

ABC is still trying to determine the number of individuals still operating under temporary security clearances in the White House as of Tuesday.

Pence said, "I was appalled when I learned of the allegations against rob porter".

Willoughby, Porter's wife from 2009 to 2013, provided news outlets with a copy of a 2010 protective order she filed against her ex-husband.

"I can't get into the content of what was briefed", Wray told the committee, referring to the findings in the Porter background check.

On Monday, Sanders insisted the White House had acted swiftly once the allegations against Porter were known.
