We haven't found any download link for the update too, so it turns out that OnePlus Germany was just teasing about Oreo beta update and it should be available soon in the form of the OnePlus beta program for the 5T.
The software version for the 8.0 Oreo beta is V19A which will only be supported in LGM-G600L, LGM-G600S, LGM-G600K, LGM-G600LR, LGM-G600SR, LGM-G600KR, LGM-G600LP, LGM-G600SP, and LGM-G600KP. LG hasn't published a timeline with the regions that will receive the updated OS, though, but it's bound to be rolled out soon.
