With 21.1 billion transistors delivering 110 teraflops of raw horsepower, the Titan V is said to be nine times as powerful as its predecessor, and way more energy efficient thanks to being based on Nvidia's Volta GPU architecture.
That aside, when it comes to specifications, the Nvidia Titan V is equipped with the Volta-based GV100 GPU (12nm), which is even further enhanced with 12GB of HBM2 memory (first ever Titan graphics card to have this memory controller).

As per Nvidia's claims, it is the world's most powerful GPU designed for PCs; it's powered by the advanced Nvidia Volta GPU architecture.
