163,541 vehicles were registered, down -11.2% year-on-year, driven by a significant fall in diesel demand.
The data represents the eighth consecutive monthly fall in overall vehicle registrations, which are also down 5% on a year-to-date basis.
Just over 163,500 new cars were registered in November, down 11.2% against the same month past year as diesel sales fell 30.6%. Diesel sales were hit particularly hard, falling nearly a third year-on-year, while sales of petrol cars edged up by five per cent.
Private registrations were actually down by the smallest percentage, falling 5.1% in November.
"An eighth month of decline in the new auto market is a major concern, with falling business and consumer confidence exacerbated by ongoing anti-diesel messages from government", said Mike Hawes, the chief executive of the industry trade body.

The industry has hit out at Chancellor Philip Hammond and the government for its "anti-diesel message" that it claims will "discourage drivers from trading in their older, more polluting cars".
"Penalising the latest, cleanest diesels is counterproductive and will have detrimental environmental and economic consequences".
