The reason for this downgrade in data availability, according to Engadget, is that T-Mobile needs to pay heavy roaming costs in these countries. Once the 5GB limit is exhausted, a customer can still enjoy the unlimited data at the speed of 128 kbps for most plans, or 256 kbps with T-Mobile ONE Plus.
T-Mobile is going to limit LTE data further, and starting next month customers with T-Mobile ONE and ONE Plus plans only get 5 GB of guaranteed LTE data in Mexico and Canada. This change not only affects T-Mobile ONE customers, but those locked into an older Simple Choice plan as well.

T-Mobile has been luring in customers via a series of big promotions and major perks, and the growing number of subscribers is evidence that this is working.
If you are on a USA high-speed plan with 4GB data or 6GB data per month, you will get only 2GB data when you are in these countries. The change comes into effect on November 12, 2017. After 5GB, you will still have unlimited data at Simple Global speeds (up to 128kbps or 256kbps if you have ONE Plus). Still, it appears T-Mobile has some issues to work out, this time around being trouble with how much data its customers are using when roaming overseas. After T-Mobile introduced unlimited Netflix streaming earlier this week, this plan comes as a slap to travelers who spend their time watching youtube videos or business owners relying on unlimited LTE data plans.
After 5GB of high-speed data is used in Mexico and Canada, customers will stay connected with unlimited data at "Simple Global speeds" - up to 128kbps for most plans.

The change from unlimited LTE in Mexico and Canada to 5GB/month is not a fun one.
If you have 10GB high speed data total and use 2 GB the U.S. before heading over the border, then you still only have up to 5GB high-speed data in Mexico and Canada combined.
