In Florida, some 2.69 million homes and businesses were still without power on Thursday, or about 1 in 4 Florida customers. Rescue crews went door to door in the 94-degree heat to check on people and hand out water, ice and meals.

During meetings with officials Friday in the Keys, Gov. Rick Scott said he understands the frustration of residents but cautioned they could not return until it was safe.

Hollywood Police Chief Tom Sanchez said investigators believe the deaths at Rehabilitation Center at Hollywood Hills were heat-related, adding that a criminal investigation is underway. Broward County said the home alerted officials about the situation Tuesday, but when asked if it had any medical needs or emergencies, it did not request help.

"We are devastated by these losses".

In both cases nursing home administrators said they would rectify the problems.

Hurricane Irma has left 10 million people without power in Florida, Georgia and the Carolinas, after it destroyed parts of the Caribbean, where around 40 people died, although there is no definite toll as yet.

"At this time we have other patients in critical care".

"I am going to aggressively demand answers on how this tragic event took place", Scott said in a statement.

But it was not until multiple patients began experiencing health emergencies, which promoted the evacuation of the center, that the utility company arrived to make the fix, the nursing home said.

Scott on Saturday ordered emergency rules requiring all assisted living facilities and nursing homes to obtain a generator within 60 days.
