North Korea's Foreign Ministry said in a statement published on state media that if the USA does rig up the illegal and unlawful "resolution" it would respond unkind.

"(They discussed) a firm and united reaction towards North Korea's repeated provocations as it is a threat to world peace and security", the Elysee Palace told CNN.

United States ambassador Nikki Haley said Monday at the UN the tough new measures were a message to Pyongyang that "the world will never accept a nuclear-armed North Korea".

The text was agreed to after final negotiations between the USA and China, the North's ally and major trading partner. "President Trump needs to come out very strongly and say that needs to stop now", Kazianis said last week.

The United States watered down an initial tougher draft resolution to win the support of Russian Federation and Pyongyang ally China.

The cap on the import of petroleum products could have an impact but North Korea will still be able to import the same amount of crude oil that is has this year. That would shave off roughly 10 per cent of what North Korea now gets from China, according to the US Energy Information Agency.

It was the eighth series of sanctions imposed on North Korea since it first tested a nuclear device in 2006.

The opposition Congress asked the Narendra Modi government to "walk the walk" and bring the fugitive don back to India. He fled the country post the bombings and is understood to be hiding in Pakistan.

There are a few things that made it through the negotiating process - for instance, a ban on textile exports from North Korea, for instance.

"Oil is the life blood of North Korea's effort to build and fund a nuclear weapon", Haley said.

The textile ban is significant.

Textiles were North Korea's second-biggest export after coal and other minerals in 2016, totalling $752 million, according to data from the Korea Trade-Investment Promotion Agency.

Still, Monday's 15-0 U.N. Security Council vote - for increased restrictions on oil and money not quite as tough as originally proposed by the USA - was an important display of global angst regarding North Korea's recently aggressive missile tests.

The official defended the USA mission from critics who say the sanctions were watered down, arguing an early draft from the US was given to the press to place pressure on any who might seek to soften the sanctions.

Kim would be spared from a United Nations blacklist that would have hit him with an assets freeze and a travel ban and punished him directly for the country's military drive.

Appearing on the BBC's Andrew Marr Show, Mr Fallon said: "We're doing now what we can to bring about a diplomatic solution". Experts agree, the US cannot stage such an attack because the risk of Chinese intervention is significant, and the North can also inflict severe casualties on South Korean civilians living within range of their artillery.

"But to achieve such a solution, the pressure on North Korea must be increased".

North Korea is betting that the United States will not stage a preemptive attack, and that if the USA made such an attack, China would come to its aid. "This is the strongest set of sanctions that the Security Council has imposed".

South Korea deployed four additional units of the Terminal High Altitude Area Defense (THAAD) system on Thursday after the North's latest nuclear test. "Secondly, you're right that sanctions take time to have an impact, but it's only over the previous year or so that the Security Council has been sanctioning sectors of the economy", Rycroft said. The U.S. has rejected proposals from both countries that it stop joint military exercises with South Korea in exchange for a halt to North Korea's nuclear and missile tests.

"The UNSC's response and actions should be helpful to the denuclearization of the Korean Peninsula and to maintaining the stability of the region". A U.S. State Department official told CBS News that naming Kim was also in the earlier draft August sanctions resolution, and it remains on U.S.' wish list - but the U.S. knew that it would probably be cast aside in order to garner China's support for new measures.

The resolution was passed by the UN Security Council in an anonymous vote just moments ago. Similar celebrations were held after the successful test of the Hwasong-14 intercontinental ballistic missile, on which Kim Jong Un plans to mount his newest bomb.
