The storm forced the cancellation of blood drives in Texas, and there's concern the blood supply will drop dramatically. There's a national call for blood donations to help victims of Hurricane Harvey.
"It's frustrating, but I'm just relying on God to fulfill His promises to us", McDougle told the Post.
